Man Shoots Neighbor's Dog, Faces Charges Posted 1 July 2008 According to the Mount Vernon Police Department, Milton Reckling, 81 of Mount Vernon, shot a nearby resident's dog on Friday, June 27.  With one shot from a .22 caliber rifle, Reckling killed the animal in front of his home. The dog's owner, Jamie Hamilton, 35, was issued a citation for allowing his dog to run at large. Reckling was charged with Animal abuse and Discharging a firearm within city limits.
